TA extension and a minor change was approved in September 2012 to shift from individual consultants to firm selection.

CDTA implementation was completed satisfactorily. Consulting team was mobilized in August 2013. TA draft final report submitted in November 2014. Final workshop conducted in March 2015. Performance Audit and Regulatory Impact Assessment Workshop, together with four reports completed in June 2015.

During Project Design The TA design is developed in consultation with government officials from the Ministry of Public Works and Transport (MPWT), Ministry of Finance (MOF), Ministry of Planning and Investment (MPI), Water Supply Regulatory Committee and its office, water utilities, and communities.
During Project Implementation Key implementing partners will include the same category of stakeholders as were consulted with during TA preparation. Draft regulations are being reviewed in consultation with the government, development partners, water utilities and other ADB TA teams working on regulatory impact assessments and public-private partnership initiatives.

Business Opportunities

Consulting Services ADB will be responsible for the recruitment of consultants, in consultation with MPWT, and for overall TA management. Consulting services is expected to include around 16 person-months of international consultants and 12 person-months of national consultants for TA implementation support. They will be recruited in accordance with ADB's Guidelines on the Use of Consultants by ADB and its Borrowers (2010, as amended from time to time). The consultants will work directly with WSRC and WaSRO staff.
Procurement The TA consultants will assist MPWT in procuring office equipment in accordance with ADB's Procurement Guidelines (2010, as amended from time to time). All equipment procured will be handed over to the MPWT at the end of the TA. Goods will be procured through shopping, as packages are expected to be less than $100,000 equivalent.
