Summary

In response to the on-going flood disaster in Thailand, The Royal Thai Government and ADB seek to take early steps in support of Government efforts to strengthen the strategy for flood management. Consistent with these efforts, the TA is proposed to (i) assist the Government to organize and hold an international knowledge forum to support Government efforts to strengthen its strategy for flood management, in the context of wider water and disaster risk management as appropriate and (ii) support sub-national workshops to discuss water and flood management issues and strategic alternatives for strengthening future flood management.

Project Rationale and Linkage to Country/Regional Strategy An international knowledge sharing forum to share experience and knowledge on flood management from other countries and how they responded to major flood events will serve as an early input for Thailand's efforts to assess alternative solutions to the current constraints. The three sub-national workshops will raise awareness on issues and options with a wider range of stakeholders in Thailand.

During Project Design The project team had consultations with the Deputy Prime Minister, Minister of Foreign Affairs, Secretary General of NESDB, Permanent Secretary of Finance, the Chairman of the Strategic Committee on Reconstruction and Future Development of Thailand and Deputy Permanent Secretary of Environment and Natural Resources.

Consulting Services

The TA will be implemented over 6 months starting in December 2011 and ending in May 2012.

- International consulting services (3 person-months)

- National consulting services (5 person-months)

International expertise is required in flood management to assist national consultants and counterparts with a rapid flood management review and for technical facilitation in the international forum (1.5 months), international knowledge forum management (1.5 month).

Nationals experts with experience in flood hazard management; land use and environmental analysis, socioeconomic analysis, flood forecasting and warning systems, and institutional analysis, will be sourced to assist with preparation of the rapid flood management review, the international forum and the sub-national workshops.

Consultants will have demonstrated good advisory and facilitation skills in flood and/or water resource management and at least 20 years of relevant experience.
