During Project Design Discussions with the Anticorruption Commission, Cabinet Division, and research institutions.
During Project Implementation Project implementation progress will be monitored and guided by the Project Steering Committee in conjunction with the Cabinet Division and the Anticorruption Commission. Peer review within ADB of the background research reports prepared by the resource persons will be used to maintain the quality and depth of analysis of the reports; these will be used at the forum. An inception report will be prepared in January 2012, and 2 brief progress reports will be prepared (in March and July 2012) meant for discussion at each PSC meeting. A TA completion report will be submitted at the end of the project, assessing the achievement of the TA against targeted outputs. All the reports will be prepared by the national consulting firm to be selected for the S-CDTA.

Business Opportunities

Consulting Services Inputs to the project will consist of: (i) 10 person-months of consultancy services provided by a national firm for work related to forum organization, facilitation, and report preparation; and (ii) 6 resource persons (3 international and 3 national) for 12 person-months altogether who will be subject experts that will present papers at the forum. The consultants will be engaged by ADB in accordance with the Guidelines on the Use of Consultants by ADB and Its Borrowers (2010, as amended from time to time). Selection of the firm will be on a least-cost basis, with simplified technical proposals sought. Payments to it will be on a time-based basis. All payments will be made in accordance with the Technical Assistance Disbursement Handbook (May 2010, as amended from time to time).
Procurement All procurement of goods will be carried out in accordance with ADB Procurement Guidelines (2010, as amended from time to time).
