Summary

As a major development partner ADB is promoting climate change adaptation and mitigation in South Asia through assistance in capacity building, supporting innovative projects, and knowledge sharing. ADB's support for green growth in South Asia DMCs is needed for further strengthening countries' capacities in mainstreaming climate change in their development plans. The proposed small-scale capacity development technical assistance (SSTA) will strengthen further the integration and mainstreaming of climate change in ADB operations in South Asian DMCs for developing and accelerating investment in green growth, and adaptation and mitigation measures across sectors.

Project Rationale and Linkage to Country/Regional Strategy ADB is supporting climate changes initiatives in the DMCs of South Asia through various efforts such as the Pilot Program for Climate Resilience (PPCR) and Clean Energy Financing Partnership Facility. Moreover, a Climate Change Working Group under SARD has led the knowledge sharing and team building efforts for mainstreaming climate change. While these initiatives and efforts have been instrumental in operationalizing the climate change adaptation and mitigation in a number of projects and programs in the South Asian DMCs, there is a need to provide more comprehensive support to the South Asian DMCs in their pursuit to invest in green growth, GHG emissions reduction and climate resilient development. This will require strengthening capacity of South Asia DMCs in mainstreaming green growth and climate change resilience through the provision of (i) support and coordination on sector development plans and programs; (ii) information, and decision support tools and guidelines; and (iii) resource and facility to incorporate adaptation and mitigation measures and green growth into country programs, sector development, projects and results frameworks.

Consulting Services The TA will require services of an international coordination and planning specialist for 12 person-months. The consultant will be selected and engaged on an individual basis in accordance with ADB's Guidelines on the Use of Consultants (2010, as amended from time to time). The proceeds of the TA will be disbursed in accordance with the ADB's Technical Assistance Disbursement Handbook (2010, as amended from time to time).
