Description The TA aims to strengthen the Ministry of Finance and Treasury (MOFT)'s operational capacity, improve financial monitoring of project implementation, promote best practice and boost South-South learning on programming and project implementation between Maldives and other developing member countries of ADB.
Project Rationale and Linkage to Country/Regional Strategy The TA will help the Government improve portfolio performance of ADB-assisted projects. Given that ADB has no country office in Maldives, it is important to focus on operational capacity building for MOFT in areas of programming and project financial monitoring and supervision, and operational support to strengthen coordination and communication with implementing agencies and ADB.

Description of Outcome Improved capacity of MOFT in portfolio management
Progress Toward Outcome Capacity building activities have been provided to government agencies. These activities include organizing portfolio management seminars and conducting study tour to observe portfolio review meetings of other countries.

Status of Implementation Progress (Outputs, Activities, and Issues)

(a) The Greater Male Region development study has commenced and is already ongoing. The study will include formulation of comprehensive development strategy for the region, an assessment on the process of planning and implementing development strategies and financing. Consultants have been to provide technical support in this study.

(b) Consultation meetings have been conducted to get feedback on the proposed Greater Male Region development study.

(c) A consultant has been engaged to provide support in the process of integrating the document management system (DMS) with the governmental document exchange system (GEMS), developing the DMS functionality and supporting its roll-out in the Ministry of Finance and Treasury

(d) Selected government officials participated in the portfolio management seminar organized by ADB's Sri Lanka Resident Mission in Colombo.
