Project Outcome

Description of Outcome
Progress Toward Outcome Initial research has been completed with support of the new IT firm contracted in May 2015. Field work includes assessment of 4 rural commercial institutions onsite along with the EA and further remote outreach with additional RCCs to validate needs and support the proposed templates.

Description of Project Outputs
Status of Implementation Progress (Outputs, Activities, and Issues) A mission was held in September 2015 to discuss project progress and status with the IT firm and EA. Ongoing email and teleconferences have been held subsequently to track further TA progress. Work is progressing well and field assessments, remote outreach and a survey were completed by year-end 2015. In March 2016, pilot testing has occurred of the new statistical template. Plans are to perform training of RCCs nationally of the new template in May 2016 and to perform training for People's Bank of China branches in remote areas on the new template in July 2016. The final report and templates will be prepared and distributed by October 2016. Plans are to extend the TA closing from June 2016 through December 2016 to accommodate the needed outreach training.

During Project Implementation Regular contact occurs between ADB and the EA through email and teleconferences. A review mission occurred in September 2015.

Business Opportunities

Consulting Services Two individual consultants will be recruited; one international computer statistics specialist for 2 person-months, and a national credit market data specialist for 2 person-months. All consultants will be recruited in accordance with ADB's Guidelines on the Use of Consultants (2010, as amended from time to time). The terms of reference for consultants will be advertised through CSRN. All consultants' reports will be prepared and provided in English and Chinese. The consultants will maintain close working relations with the People's Bank of China and will regularly discuss project progress and findings.
