The Public Communications Policy (PCP) recognizes that transparency and accountability are essential to development effectiveness. It establishes the disclosure requirements for documents and information ADB produces or requires to be produced.

Objectives and Scope
Linkage to Country/Regional Strategy The PPTA is consistent with ADB's Country Strategy and Program for the Philippines, which lists inadequate infrastructure as among the six major constraints for the country to achieve rapid poverty alleviation. The Country Operations Business Plan (2009-2010) for the Philippines encourages support for the development of critical infrastructure by the private sector consistent with Strategy 2020. Among the critical infrastructure needed to improve the quality of life and spur economic growth in the country is the cost-efficient expansion and improvement of electricity infrastructure, particularly in remote rural areas and isolated islands where the Government aims to achieve 90% electrification at the household level by 2017.

Consulting Services A consulting firm will be recruited to undertake the PPTA. The PPTA will engage and finance a total of 15 person-months of consulting services (12 person-months international and 3 person-months national).
