Summary

The PPTA will undertake necessary due diligence for processing the Project for ADB financing and assist in preparing detailed specification and bidding documents, and carrying out the procurement for goods and related services (see Appendix 5). The PPTA is estimated to cost $0.85 million that will be financed on a grant basis using ADB's Technical Assistance Special Fund (TASF-IV). The government will provide in-kind contribution (office space, office equipment, furniture, internet access, and counterpart staff). The government has been informed that the approval of the PPTA does not commit ADB to finance any ensuing project. Individual consultants will be recruited using ADB grant funds.

Project Rationale and Linkage to Country/Regional Strategy

The TA is necessary on the following grounds.

(i) The Project needs to be prepared urgently in order to meet the investment needs of Uzbekistan.

(ii) While the Government of the Republic of Uzbekistan (the Government) has already prepared an investment plan for the Project, there is a need to verify the Government's prepared prefeasibility study and undertake due diligence required to process a loan for the Project.

(iii) There is a need for expertise from competent international consultants to prepare the Project and to assist in the bidding process, considering the Project's technical complexity and scale.

Consulting Services The TA employed individual consultants. Seven international international individual consultants and three national individual consultants were recruited, as follows: International: (i) Senior Transmission Engineer/Team Leader; (ii) Senior Procurement Expert/Deputy Team Leader; (iii) Transmission System Planning Specialist; (iv) Social Safeguards Specialist; (v) Environment Safeguards Specialist; (vi) Economic and Financial Specialist; and (vii) Transmission System Asset Management Specialist. National: (i) Environment Safeguards Specialist; (ii) Social Safeguards Specialist; and (iii) Transmission Engineer. Except for the Senior Transmission Engineer/Team Leader, the Senior Procurement Expert/Deputy Team Leader, and the national Transmission Substation Engineer, the rest of the consultants have completed their assignments.
