The Shaanxi Provincial Government (SPG) has requested ADB financing for a project to rehabilitate and upgrade provincial and rural roads to improve road safety. Shaanxi Province is one of the least developed provinces in the People's Republic of China (PRC) in terms of per capita GDP, per capita urban income and per capita rural income at about 90%, 82%, and 69% of the national averages in 2010. The project is in the Qinba Mountains area in southwest Shaanxi Province, one of the 11 porest regions targeted for concentrated interventions under the 2011-2020 poverty reduction strategy of the PRC Government. The project areas had an overall poverty incidence of over 35% in 2011.
