Summary

The proposed multitranche financing facility (MFF) program will support the long-term water supply and sanitation (WSS) development program of the government. The MFF will improve living and health conditions of the populations in Namangan, Tashkent, Djizzak and Kashkadarya provinces.

The impact is improved living standards, environment, and public health and hygiene in the project areas. The outcome is improved and expanded access to safe, reliable, sustainable, and affordable WSS services in the project areas. The outputs include: (i) improved and expanded water supply system in the project areas; (ii) improved and expanded wastewater system in the project areas; and (iii) improved institutional and management capacity.

Description

During the consultation mission on 19 to 23 May 2014, the Mission discussed the proposed lending modality with Ministry of Finance and Uzbekistan Agency "Uzkommunkhizmat" (UCSA), all parties agreed to change the lending modality from MFF to a standalone project. The proposed new name is Djizzak Sanitation System Development Project

Project Rationale and Linkage to Country/Regional Strategy The objective is to improve access to safe and reliable WSS service through improved and expanded infrastructure and institutional capacity. The water component will include reconstruction and expansion of: (i) water intakes; (ii) water transmission facilities; and (iii) water networks. The sewage component will include reconstruction and expansion of: (i) wastewater treatment plants; (ii) wastewater facilities; and (iii) sewerage networks. The MFF will also upgrade the operations and maintenance (O&M) and strengthen institutional and management capacity.

During Project Design During PPTA, consultations, and focused discussions with community-based organizations, makhallas local governments, WSS operators and potentially affected persons will be conducted.
During Project Implementation

As mentioned in the approved minor change in scope last 6 February 2015, the consulting team (UNICON Limited) engaged by ADB has completed the PPTA deliverables in July 2014 and its contract was completed on 31 December 2014. Loan negotiations between the Republic of Uzbekistan and ADB for the Djizzak Sanitation System Development Project were held on 17 -30 December 2014 and it was envisaged to undertake advance action for the detailed design and preparation of consultant recruitment and bidding documents.

As mentioned in the approved minor change in scope last 25 June 2014 and 19 March 2014, additional consultants are needed to implement the expanded scope of work as follows:

(i) Initially, the sewerage collection network coverage was only 24%, mainly for the replacement of the existing facility. However due to the increase of ADF allocation for Tranche 1, the EA decided to expand the coverage of the sewerage collection network to 41%. Therefore, additional inputs from the consultants are required to prepare the expanded scope.

(ii) During site visit, industrial effluent has been identified in the catchment of the sewerage treatment plant. Therefore, additional analytical and technical efforts in environmental aspects are required to address the issue.

(iii) In view of the weak capacity of IA and EA in Uzbekistan, there is also a need to increase inputs of technical experts to improve the project preparation and facilitate the pre-implementation works, such as preparing the terms of reference for the detailed design consultant, and project design for small and urgent contracts.

Project stakeholder is the Uzbekistan Agency "Uzkommunkhizmat" (UCSA).

Consulting Services

To support the executing agency, Uzbekistan Communal Services Agency (UCSA), ADB has agreed to increase the inputs of technical experts to improve the project preparation and facilitate the pre-implementation works, such as preparing the detailed design consultants and design for small and urgent contracts. Aside from these experts, (i) one national project manager/institutional development specialist (10 person-months); and (ii) one national procurement/financial specialist (10 person-months) are required to support UCSA in the overall coordination of the pre-implementation works. The consultants will be selected individually in accordance with ADB's Guidelines on the Use of Consultants (2013, as amended from time to time).

Additional consultants will be required for the expanded scope of work: (i) one international finance and institutional specialist (1 person-month); (ii) one international water/wastewater sector specialist (0.5 person-month); (iii) one national water/wastewater sector specialist (20 person-months); (iv) one international environmental safeguards specialist (0.5 person-month); (v) one national environmental specialist (4 person-month); and (vi) one international procurement specialist (1 person-month). Consultants will be selected individually in accordance with ADB's Guidelines on the Use of Consultants (2013, as amended from time to time) because the assignment requires different implementation schedule and outputs from different experts. It is considered the most appropriate and cost-effective method to engage the consultants.

It was also proposed to increase the inputs of the International Water/Wastewater Sector Specialist from 0.5 person-months to 2 person-months. The assignment will take longer than envisaged at the planning stage.

The PPTA needs a consulting team from a firm. The team will consist of 8 international and 8 national consultants. The total input will be 17 international person-months and 35 national person-months. Consulting firm will be recruited in accordance with ADB's Guidelines on the Use of Consultants (2010, as amended from time to time). Quality and cost-based selection method (90:10) will be adopted to ensure consulting services quality. Simplified technical proposals will be required from firms.
