The project will rehabilitate a 37-km four-lane asphalt-paved Category 1 road section in Kazakhstan, a part of the road connecting Tashkent, the capital of Uzbekistan, and Shymkent, one of the major industrial cities in Kazakhstan. The remaining part will be financed by European Bank of Reconstruction and Development (EBRD) in parallel. The project road will start from Shymkent, a junction of CAREC Corridors 1 and 3, and is expected to extend benefits of the ongoing ADB-financed improvement works. In addition, commodities' trade network will be enhanced from/to Shymkent because various manufacturing industries are active in Shymkent.

The proposed project will have an impact on amplifying regional cooperation and trade along CAREC Corridors. The outcome will be improved road networks in South Kazakhstan region. The output of the project will be a rehabilitated 37-km four-lane road from Shymkent toward Tashkent.

Project Rationale and Linkage to Country/Regional Strategy The Tashkent-Shymkent road which is located on CAREC Corridor 3 (Russian Federation-Middle East and South Asia). Corridor 3 runs from west and south Siberian region of the Russian Federation through Afghanistan, Kazakhstan, Kyrgyz Republic, Tajikistan, and Uzbekistan to the Middle East and South Asia. It intersects CAREC Corridor 1. Therefore the project road is an important road section for regional and international traffic.

Summary of Environmental and Social Aspects
Environmental Aspects

An initial environmental examination was prepared and disclosed in July 2012, following ADB's Safeguard Policy Statement (2009). The major potential environmental impacts of the project include (i) air and water pollution; (ii) noise impacts; (iii) soil erosion; (iv) generation of construction and domestic waste; (v) occupational health and safety; (vi) cutting of trees; and (viii) disruptions and utilities relocation, occurring mainly during construction. Adequate mitigation measures are included in, and will be implemented through, an environmental management plan. The environmental management plan stipulates that capacity development be provided for MOTC through training workshops before and during construction.

EA and ADB monitor the EMP implementation through review missions, progress reports and bi-annual environment monitoring reports.

Involuntary Resettlement

The project was originally categorized as "'C" while the EBRD financed-section as "'A" . A LARF was prepared to cover unforeseen impacts. During CWRD's safeguards review mission, it was noted that several small businesses mostly gas stations were closed due to the project's civil works. The LARF requires that measures be taken to ensure these businesses are kept operational. The project is being recategorized to ensure these businesses are compensated for their lossess. A mitigation plan will be prepared accordingly.

EA and ADB monitor the LARP implementation through review missions, progress reports and bi-annual LAR monitoring reports.

Indigenous Peoples The project is not expected to negatively impact anyone fitting ADB s definition of indigenous peoples.
Stakeholder Communication, Participation, and Consultation
During Project Design Public consultations were conducted during EA's project design preparation.
During Project Implementation Public consultations were conducted during project implementation, as needed.
Business Opportunities
Consulting Services Recruitment of the ADB-financed consultant followed ADB's Guidelines on the Use of Consultants. A consulting firm for construction supervision was engaged using ADB's quality- and cost-based selection (QCBS) procedure with a standard quality-cost ratio of 90:10 and full technical proposal.
Procurement Procurement of civil works financed followed ADB's Procurement Guidelines. The civil works contract over $3 million was procured through international competitive bidding (ICB) without pre-qualification of bidders. ADB's prior review procedures were followed. The safeguards requirements under ADB's Safeguards Policy Statement and relevant sections of ADB's Anticorruption Policy were included in the bidding document and in the contract.
