Description

The TA aims to improve the performance of the urban and rural low-income household subsistence security system (dibao) in terms of system internal efficiency, inclusiveness and impact at the household level through developing, piloting and recommending improved information management and evaluation mechanisms to strengthen government and contracted NPO service-provider information dissemination and analysis, targeting and monitoring of subsidy disbursements and outcomes.

Policy recommendations will be drawn from: (i) a review of existing subsistence security system performance evaluation procedures and practices; (ii) a multi-province field survey of existing dibao performance assessment procedures and practices; (iii) development of a field-tested dibao MIS and performance evaluation (criteria and indicators) guidelines; (iv) a small pilot of contracting to NPOs for provision of participatory information dissemination and analysis, targeting, monitoring, and incentivizing services; and (vii) a conference and related report on dibao performance evaluation linked to a bilingual policy note and wider dissemination activities.

Project Rationale and Linkage to Country/Regional Strategy The TA directly supports the strategic goals of ADB's Country Partnership Strategy (CPS) for the PRC (2008-2010), and the anticipated priorities of the CPS now under preparation. The CPS calls for strengthening the social inclusion orientation of the country program and its social dimensions through promoting social services, such as social protection, to address economic and social development challenges. The TA also builds on the findings of ADB's TA4694-PRC: Urban Poverty Strategy Study II, TA7438-PRC: Strengthening the Anti-poverty Effects of Social Assistance, and on-going TA7702-PRC: Building Equitable Opportunities into Social Assistance. TA4694 explored local-level financing options and identified the need to address performance monitoring through further applied research.

Description of Project Outputs Policy recommendations for wider application of an improved dibao MIS, performance evaluation guidelines and participatory targeting and monitoring submitted for central government and pilot province(s) for review and circulated widely as a bilingual policy note
Status of Implementation Progress (Outputs, Activities, and Issues) A Workshop was convened on 6 August 2013 and the final Inception Report accepted by the EA. The first round of field work was completed. A data collection and discussion workshop was convened on 11-13 March 2014 in Beijing with participants from EA national and local levels. This informed identification and location of a second round of field work, now completed. A Mid Term Review Workshop was convened on 12 June 2014. Piloting of some initial project recommendations was subsequently undertaken. This included introducing (i) outcome indicators into the dibao management information system in the pilot location; and (ii) social work assessment into its dibao operations. Some initial project recommendations have been presented at meetings, for instance the National Social Work Advanced Seminar, convened from 22-27 September in Beijing by the Beijing Department of Civil Affairs. A final project completion meeting was convened on 17 December 2014 with participation of pilot locations and a bilingual report was prepared.

Business Opportunities
Consulting Services In dialogue with the EA, ADB would recruit national and international experts to provide inputs as formal consultants, short-term resource persons, and task-specific experts. The international and national consultants would be selected and engaged on an individual basis by ADB in accordance with ADB's Guidelines on the Use of Consultants (2010, as amended from time to time). Individual consultants would be chosen based on their academic qualifications and relevant work experience.
