ADB engaged the Information Technology-Business Process Association of the Philippines (IBPAP), Asian Institution of Management (AIM) and University of the Philippines-Open University (UPOU) to work jointly on the implementation of the TA. IBPAP is primarily responsible for managing the TA while ensuring closer university-industry linkage and sustainability of the TA benefits. UPOU is responsible for designing and deploying e-learning products for industry designed courses in higher education institutions (HEIs) and AIM will lead the TA knowledge management components.

IBPAP has taken over the role of developing the KH Roadmap and business modeling for sustainability and operations from AIM.

Digitization of 5 modules completed in Q4 2015. All 5 courses to be offered starting Q1 2016. Additional module for Teachers (Teaching BPM courses) was developed and piloted in a face-to-face delivery in Q4 2015.

70 teachers from 25 schools/universities had been trained. 1310 students trained for IT-BPM 101 and BuSCoM. Enrollment is expected to increase with the offering of all 5 courses in Q1 2016.

Work towards partnerships involving HEIs and industries is in progress. Partnership with BPO Career Hub (Teledevelopment) for the creation and deployment of a career and internship portal have been established Q3 2015; MOU between IBPAP, Teledevelopment and UPOU under review and targeted for finalization by Q2 2016. Industry partnerships and hub participation meeting with GenPact, ACS Xerox, and Microsoft have been initiated Q2 2015 with agreements under review for finalization by Q2 2016.

Twinning arrangements between foreign and domestic HEIs ongoing. Four HEI Forums held in Q2 2015 (Manila, Laguna, Cebu and Pampanga) to present eSMP and the proposed accreditation system of the eSMP courses to their respective curricula (as per relevant CHED Memorandum Circulars) to the different HEIs and stakeholders.

IBPAP is exploring the KH to take on the deployment and support activities for the IBPAP-CHED Project starting Q4 2015.

TA closing date has been extended for one year or until 15 October 2016.

Business Opportunities

Consulting Services Department of Finance (DOF) will be the executing agency. The TA will be implemented in collaboration with two leading academic institutions in the country, which will be engaged using single-source selection method in accordance with the ADB Guidelines on the Use of Consultants (2010 as amended from time to time). Chaired by DOF, a steering committee composed of Commission on Higher Education, the National Economic and Development Authority, other government agencies, and Business Processing Association of the Philippines (BPAP) will oversee TA implementation. The steering committee will provide quality assurance and ensure effective coordination with other government agencies, development partners, and stakeholders. The TA will be implemented from August 2012 to July 2015.
Procurement All procurement will be done in accordance with ADB's Procurement Guidelines (2010, as amended from time to time). All procured assets will be transferred to the executing agency after the completion of the TA. Disbursements under the TA will be in accordance with ADB's Technical Assistance Disbursement Handbook (2010, as amended from time to time).
