Summary

This S-CDTA is intended to scope and form the basis for improvement in environmental and social safeguards implementation work in SARD Developing Member Countries (DMCs), initially, India, Bangladesh and Nepal. Initial scoping will guide subsequent planning and targeting areas of concerns in implementing ADB funded projects from a safeguard perspective. Such an initiative also emanated from government feedback and review missions indicating the need for additional assistance to streamline safeguard considerations in project implementation.

Project Rationale and Linkage to Country/Regional Strategy The S-CDTA will assist in enhancing the effectiveness of mitigation measures pertaining to environmental and social safeguard policy applications within development interventions of ADB which in turn will also be reflected in projects funded both by domestic and other multi and bilateral sources. SARD DMCs will benefit from identification of any barriers including legislative/policy as well as resource and capacity constraints, all of which plays a critical role in the implementation of safeguard requirements.

During Project Design The S-CDTA was reviewed by various departments.
During Project Implementation ADB will be the executing agency, and SAOD-PR will be the implementation unit for the execution of this TA. The TA activities will be implemented in consultation with the concerned resident missions (RMs), and the relevant government ministries of India, Bangladesh and Nepal. ADB will engage 2 international consultants and 1 national consultant on an individual basis in accordance with its Guidelines on the Use of Consultants by ADB and its Borrowers (2010, as amended from time to time).
