Summary

ADB is helping the Kyrgyz Republic upgrade its largest power plant, Toktogul.  This will involve replacing two of the four existing generator and turbine units and associated equipment at the hydroelectric plant. The project will also improve finances, governance, and management of the power sector.

During Project Design Rehabilitation of the Toktogul HPP will require consultation with the people/population residing near the project site to be carried out by the PPTA consultants.
During Project Implementation

During Project Implementation Consultation with the Ministry of Energy and Industry, OJSC EPP, and local residents will be held in determining the possible technical, financial, social and environmental implications of replacing two turbine-generator units and associated auxiliary systems in Toktogul hydroelectric power plant (HPP).

Roadshows will be conducted to allow ADB, EDB and EPP to better understand what are appropriate, realistic, and cost-efficient procurement package in terms of technology, timing and financing for the required Toktogul HEPP rehabilitation works. On behalf of EPP, ADB organized a project roadshow on 28 September to 1 October 2015 in Kyrgyz Republic to develop better understanding of the technical merits of the proposed design and best practice approach to this rehabilitation. Depending on the project need, similar roadshows may also be held in Europe and Asia in the future.

As agreed between ADB, EDB, MOF, EPP and the Ministry of Economy (MOEI's successor), all four turbines will be procured from the same engineering contractor. Bidding documents for this procurement is expected to be issued by June 2016, while site visit in October 2016 will be facilitated to potential contractors for better understanding of required rehabilitation for Toktogul 2. Contract award is expected by December 2016.
