Project Rationale and Linkage to Country/Regional Strategy

The proposed PPTA was included in COBP (2013-2-14) and in line with the Country Partnership Strategy (2009-2013).

WSD established a road asset management system (RAMS) funded by ADB with a database and an interface with highway design and management software (HDM-III). Sample data was collected and the system was configured. However, due to lack of funding and inadequate staffing, the data and system have not been updated and functioning as intended. There is a need to review the current status of the established existing RAMS and revive it with modern technology. Most importantly, the PPTA will investigate ways to make it functional.

As a large organization with more than 10,000 employees in total, WSD staff has fewer opportunities to understand and deploy new knowledge and technology; they need to be equipped with new hardware and software to improve efficiency and effectiveness. Moreover, they need sustained training on key fields. Under PPTA, training needs assessment will be conducted for WSD, with short and mid-term training program developed and endorsed by the government.
