Project Outcome

Description of Outcome
Progress Toward Outcome Work has progressed on development of a TVET Fund for Nepal, with government decision on directions made in May 2015. Work is also progressing on the development of an approach to a TVET strategic plan to guide implementation of the 2012 TVET policy and also on the development on an approach to skills gap analysis for Nepal.

Status of Implementation Progress (Outputs, Activities, and Issues)

The TA will also support the development of the next phase of school education reforms through the School Sector Development Plan. TORs were drafted and agreed with the Government for experts to provide technical support to the Ministry of Education and to undertake due diligence for the proposed ADB funding to the program. A TA extension was processed until November 2016 in order for the TA to continue to support to the design of the School Sector Development Plan and the start of its implementation in July 2016.

The TA is supporting the formulation of policy in the TVET sector and has facilitated the coordination of discussions on the development of a TVET fund between the Ministry of Education. CTEVT and the National Planning Commission. The TA is supporting the formulation of education development interventions and policy directions for the School Sector Development Plan to be financed by ADB together in a consortium approach with 8 Development Partners.

During Project Design The TA design is a result of continued policy dialogue and consultations with MOE, DOE, and CTEVT, as well as MOF, during the consultation and review missions for the School Sector Program and the project preparation of the Skills Development Project. The Nepal Resident Mission has day-to-day interaction with the key stakeholders through the implementation of past and ongoing education and skills development projects, and the resident mission team's inputs are also fully incorporated in the design.
During Project Implementation A TA steering committee chaired by the secretary of the MOE will be established, with the joint secretary of planning as the member-secretary. Representatives from DOE, CTEVT, MOF, and National Planning Commission will serve as members. Other members may be added as needed. The steering committee will be responsible for providing overall direction for the TA implementation, facilitating coordination among concerned government agencies, and seeking support from concerned public and private agencies.

Business Opportunities

Consulting Services The Capacity Development Technical Assistance (CDTA) will engage consultants to provide a total of 73 person-months of inputs (28 person-months of international and 45 person-months of national consultants). ADB will engage the individual consultants in accordance with ADB's Guidelines on the Use of Consultants (2013, as amended from time to time).
Procurement All CDTA-financed goods will be procured in line with ADB's Procurement Guidelines (2013, as amended from time to time). Disbursements under the TA will be made in accordance with the Technical Assistance Disbursement Handbook (May 2010, as amended from time to time). The CDTA, which commenced in January 2014 will be completed in November 2016.
