Summary

The proposed small-scale regional capacity building technical assistance (SR-CDTA) aims at providing critical operational support to develop operations strategy, business plans and roadmaps for the energy sector of each South Asia developing member country (DMC), including project identification, assist in project processing to ensure readiness and quality at entry for projects under preparation as well as project management activities. The SR-CDTA will also cover identification and preparation of investment transactions to further advance regional cooperation and integration (RCI). The SR-CDTA is not included in Country Operations Business Plans of individual DMCs. This technical assistance proposal is prepared based on indication from DMCs, received during various consultation missions, regarding their needs in developing energy sector operations strategy, business plans and roadmaps, expanding RCI and improving project quality at entry.

Project Rationale and Linkage to Country/Regional Strategy The Country Operations Business Plans for South Asia DMCs envisage Asian Development Bank (ADB) contribution to the energy sector development for (i) increased development of renewable energy and low-carbon energy sources (e.g., run-of-the-river hydropower projects, solar, and wind energy); (ii) capacity expansion of national transmission and distribution systems; (iii) improving energy efficiency and lowering of transmission and distribution losses; and (iv) institutional strengthening for implementation of energy sector reforms in line with relevant national acts and other regulatory initiative being undertaken by the governments in DMCs. Such ADB contribution will be provided through numerous investment and technical assistance projects, some of which may require further identification and discussion with the DMCs' governments. Taking into consideration potential complexity of these investment and technical assistance transactions and importance of ensuring high project quality and timely project implementation, it would be important to ensure relevant operational support in further developing energy sector operational strategy and business plans, energy sector RCI initiatives, project planning and management for DMCs.

Status of Implementation Progress (Outputs, Activities, and Issues)

The consultants engaged under the TA have provided support to the concerned government agencies in the development of operational strategy and roadmap for the power sector including project identification, planning and conceptualization. They also assist in project processing to ensure high degree of readiness and quality at entry for projects under preparation; and support project management.

Consultants are currently providing support for projects in Bangladesh, India and Sri Lanka.

The international Energy Sector Specialist (7 person-months) was engaged to support development of operations strategy and roadmap for the power sector including project identification, assist in project processing to ensure high degree of readiness and quality at entry for projects under preparation, and support project management, as necessary. He coordinates a team of national consultants (one in each of six South Asia DMCs: Bangladesh, Bhutan, India, Maldives, Nepal and Sri Lanka).

The National Energy Sector Specialists (2 person-months each in each of 6 South Asia DMCs) have a degree in power engineering/energy-related technologies, energy economics/management of energy sector or equivalent and have at least 7 years of previous experience in developing, planning, managing and implementing projects in the energy sector.
