Summary

The proposed TA will enhance national capacity to plan and manage education services by building capacity of national FSM and RMI Fovernments to improve education sector strategic planning, budget management, education data management, monitoring and evaluation, and policy formulation. Strong data management systems and utilization of evidence for decision-making are the focus efforts that will help strengthen strategic management, understanding, and utilization of limited education resources. Efforts are just beginning in FSM and RMI to review data, evaluating the appropriateness of the nation's education data systems, the soundness of processes used, whether manual or computerized, and evaluating reliability of inputs and the verifiability of data various points of entry.

As agreed upon with national education institutions in FSM and RMI, the proposed TA would focus on the following areas of education planning and management:

Description

Project Rationale and Linkage to Country/Regional Strategy The proposed TA is consistent with ADB's Pacific Approach 2010 -2014, which specifies improved education management of services to improve quality of education as one of the priorities. The TA will improve strategic planning processes, management and utilization of data for better decision-making and policy development.

Status of Implementation Progress (Outputs, Activities, and Issues)

1. PACTAM Advisor has initiated education sector strategic planning in FSM and RMI, however awaiting finalization of small co-financing from Global Partnership for Education (GPE) before initiating more intense consultation process on sector strategic planning. Decision on up to $750,000 of GPE financing to be known in October 2015.

2. Key financial staff from both FSM and RMI NDOE/MOE completed an IIEP/UNESCO Online Course on Cost Analysis in Education. The course strengthened the capacity of participants to carry out analysis of costs and financing of the education system and hence improve the effectiveness and efficiency of financial management practices. A new financial accounting software Abila and training packages were also procured.

3. In RMI, EMIS adaptation work has begun under coordination of Consultant Project Manager. The EMIS component there successfully leverages the work of SPC and also leverages US Compact funds on a 1:1 ratio. Overall, the project work plan remains on-track with initial training of principals and head teachers in June completed successfully and a second round of systems development scheduled for September, following the 9-week reporting period. However, risks on timely procurement and local human resource recruitment could delay progress on EMIS completion. Minister MOE indicated she would discuss with MOE senior staff actions to expedite on these critical matters. The RMI EMIS is expected to be completed around Feb/March 2016. In FSM, the TA supported a national/state workshop on charting a path forward for EMIS in July 2015. The workshop broke new ground on consensus among the four states for a harmonized EMIS system. The TA will leverage US OIA funds and DFAT-funded Regional EMIS Facility under Secretariat of the Pacific Community (SPC) for EMIS support to FSM. The FSM EMIS project coordinated by NDOE and jointly funded by the 2015-2016 Sector Education Grant (SEG), the SPC, PACTAM, and ADB. The FSM EMIS project will deploy an experienced sector specialist to provide extensive capacity development and training in education data management. At the same time, the project will finance and support the development of a centralized, online FSM Education Management Information System (FSM-EMIS). ADB funds under the TA are proposed to support engagement of the Project Manager for the FSM EMIS Project. The new FSM EMIS project will commence shortly.

During Project Design Initial discussions began on conceptualizing the assistance in March and in May 2013. During the TA reconnaissance/fact-finding mission on 3 to 19 September 2013, relevant government authorities and officers (including teachers) at the national and state levels, non-government organizations, development partners including US Compact, AUSAID, JICA and relevant private sectors were consulted by the mission concerning the TA.

Consulting Services The TA will require a total of 44 person-months of consultant services (20 person-months international and 24 person-months national). ADB will engage a consultant firm(s) following the fixed budget selection and simplified technical proposals in accordance with its Guidelines on the Use of Consultants (2013, as amended from time to time). The consultant inputs will be on an intermittent basis, responding to government requirements and progress made during implementation.
