Description The Project will promote energy efficiency in Southeast Asian DMCs, where energy efficiency services are still extremely limited.
Objectives and Scope The demonstrated viability of energy efficiency investment across several DMCs through realized energy savings, emission reduction and net savings.
Linkage to Country/Regional Strategy

ADB s long-term strategic framework (Strategy 2020) aims to reduce poverty and improve living conditions and quality of life by scaling up private sector development and supporting environmentally sustainable models through projects that reduce greenhouse gas emissions and address climate change challenges.

The Project is consistent with ADB s Energy Policy, which supports wider access to energy through investments in energy efficiency and renewable energy projects. The country partnership strategies (CPSs) for various DMCs (including Thailand, Malaysia, Indonesia, Vietnam, Cambodia and the Philippines, target DMCs for the regional program) echo the themes of the energy policy, promoting energy security and environmentally-sustainable economic development.

Environmental Aspects

In compliance with ADB's Safeguard Policy Statement (2009), the project is classified as category B for environment. The Environment Category was determined based on possible inclusion of Category B projects in the future, while the current portfolio has only category C projects. The environmental and social impacts of the potential projects have been identified and effective measures to avoid, minimize, mitigate, and compensate for the adverse impacts are incorporated in the Environment Social Management System. The institutional capacity and commitment of Cofely to manage the project's social and environmental impacts are deemed adequate.

Cofely will comply with ADB's Social Protection Strategy and report regularly to ADB on their compliance (including contractors) with national labor laws and adherence to internationally recognized core labor standards. Information disclosure and consultations with affected people are conducted in accordance with ADB requirements.

Involuntary Resettlement In compliance with ADB's Safeguard Policy Statement (2009), category C for involuntary resettlement.
Indigenous Peoples In compliance with ADB's Safeguard Policy Statement (2009), the project is classified as category C for indigenous peoples.
Stakeholder Communication, Participation, and Consultation Information disclosure and consultations with affected people are conducted in accordance with ADB requirements.
