The project needs to develop financing arrangements with consensus from stakeholders, including the National Development and Reform Commission, Ministry of Finance, Gansu Provincial Government (GPG), Gansu Provincial Finance Department, farmer cooperatives, potential financial intermediaries and ADB. Project preparation will require significant financial sector authority and expertise. The project management office (PMO) authority and expertise fall on agricultural sector. Provincial financial regulators need to be engaged regularly in project preparation and implementation.

Workshops, consultation meetings, and focused group discussions will be conducted to ensure:

(a) Fair and transparent selection criteria and procedures for the borrowing agricultural enterprises, farmer cooperatives, and rural financial service providers will be developed and applied to ensure that agricultural practices are fit with local natural and market conditions and that project interventions do not cause market distortion;

b. Economic and financial viability and sustainability of the project; and

c. Conduct social and gender analysis and assess project impacts on the poor and vulnerable.

During Project Implementation

The loan fact-finding mission was conducted from 8 to 16 December 2014 during which the government confirmed that the investment project wil adopt financial intermediation loan (FIL) modality to enhance featured agricultural production, improve farmers and agro-enterprises' access to the market, and support rural financial service system development in 11 counties in eastern and southern Gansu.

Three local commercial banks have been assessed and selected as FIs, and another one is being considered. The eligibility criteria have been developed to guide selections of sub-borrowers of the FIs and rural service financial providers. For the first batch of sub-loans, the government has prepared a long list of candidate sub-borrowers to carry out activities (sub-projects) such as establishment of featured agriculture production bases. The outputs, outcome and impact of the project and detailed cost estimates are based on this long list of sub-borrowers and sub-projects.
