Description The proposed TA is to help China Railway Corporation (CRC) develop an efficient and user-friendly rail-based intermodal system and support railway competitiveness and enhance logistics industry development in the PRC. These goals are included in the government's 12th Five-Year Plan as priority targets.
Project Rationale and Linkage to Country/Regional Strategy It is aligned with ADB's country partnership strategy, which seeks to strengthen railway sustainability, and develop a sustainable integrated transport system. The proposed TA is also closely in line with the ADB's Sustainable Transport Initiative Operational Plan, which emphasizes the role of railways as an efficient, safe, and low-carbon transport mode, and identifies logistics development as one of four key opportunities for introducing new and enhanced ADB operations for sustainable transport.
Impact A sustainable, efficient, and environment-friendly rail-based intermodal container system (RICS) that supports domestic trade and regional cooperation developed in the PRC

Consultant's Final Report submitted to ADB on 16 March 2016.

The TA completion date was extended to 30 April 2016 due to the new TOR of the individual consultant (Intermodal Marketing Development Expert) to complete the additional tasks in line with One Road, One Belt and Yangtze River Economic Belt development themes as requested by NDRC.

Consulting Services

A team of national consultants will be engaged by ADB through a consulting firm, on the basis of the quality- and cost-based selection method with a quality of the proposal (90%) and the cost of services to be provided (10%), and a simplified technical proposal will be required in accordance with ADB's Guidelines on the Use of Consultants (March 2013, as amended from time to time).

ADB will engage individual international consultants in accordance with the Guideline of the Use of Consultants.

Procurement Procurement, if any, will be conducted in accordance with ADB Procurement Guidelines (2013, as amended from time to time).
