Summary

The TA will assist the development and adoption of a new NEAL-NET logistics information-sharing standard. This new standard is expected to build upon existing standards and be optimally suited for all three countries to adopt and implement in their maritime ports. The TA will facilitiate and assist the three countries to reach agreement on this common standard. It will also help the NEAL-NET secretariat prepare a development strategy that includes a roadmap for expanding the international logistics information platform to include different transport modes from maritime transport to land, railway and air transport. It will also recommend ways to enhance better inter-governmental cooperation among the NEAL-NET countries and with other geographical regions such as EU, ASEAN and other regions.

Project Rationale and Linkage to Country/Regional Strategy The proposed TA is consistent with the directions in the PRC's 12th five year plan (2011-2015) and is aligned with ADB's country partnership strategy which seeks to develop the logistics sector. The proposed TA will support the government to define the development strategy of logistics information sharing service and research international logistics information technology and platform. The TA is also closely aligned with ADB's Sustainable Transport Initiative Operational Plan which emphasizes the need to develop high quality logistics information and environmentally sustainable and inclusive growth.

Status of Implementation Progress (Outputs, Activities, and Issues) Consultants have submitted an inception report in January 2015 summarizing the work that has been done and the next steps in implementation. A review mission was held during the first week of March where implementation progress was discussed and next steps were agreed with the IA.

During Project Design The consultants will hold regular workshops to present findings and recommendations, and solicit feedback from key stakeholders.
During Project Implementation Consultation and participation strategy will continue during implementation.
Business Opportunities
Consulting Services The TA will require about 8 person-months of international and about 12 person-months of national consulting services to carry out the terms of reference. A team of international and national consultants will be engaged by ADB through a consulting firm and individual consultants, in accordance with ADB's Guidelines on the Use of Consultants (2013, as amended from time to time) on the basis of quality of the proposal (90% and the cost services (10%) to be provided.
