Project Rationale and Linkage to Country/Regional Strategy

ADB's portfolio in Sri Lanka comprises primarily urban water, energy, transport and education sector support. These sectors contribute to 84% of ADB's ongoing lending. For these projects, the government sets ambitious completion deadlines. The complex nature of the projects' physical components calls for enhanced project management capacity of government staff. It is important for these projects to establish effective project management capacity supported by efficient information technology (IT) based systems. Robust IT tools are also useful to ensure better information sharing among the government agencies and the development partners. Capacity enhancement for contract management is a key factor for overall project management capacity improvement.

Description of Project Outputs

1. Enhanced knowledge of PMU staff in project management.

2. Project management staff in the water sector apply best project management practices supported with IT tools.

3. NWSDB staff is equipped with Improved technical skills for the NRW reduction program.

Status of Implementation Progress (Outputs, Activities, and Issues)

1. ADB conducted 35 training programs using 63 training days on (a) project and contract management; (b) claims management and dispute resolution; (c) issues on insurance in project management; (d) use of GPMCM; (e) bid evaluation; (vi) tender document preparation; (f) quality control and assurance in project management; (g) recruitment of consultants under ADB guidelines; and (h) managing for development results and key performance indicators. Additionally, under this TA, ADB prepared and delivered 500 copies of printed Guide to Project and Contract Management (GPMCM) to the Ministry of Finance.

2. IT need assessment was completed in consultation with government project management officers of the PMUs and in coordination with Information and Communication Technology Agency (ICTA). The IT system developer was contracted to develop a project and contract management IT system based on MS Project Server in MS SharePoint platform. The selection of the IT system developer was completed by the Ministry of City Planning and Water Supply (MCPWS) and the contract was entered into with the supplier by the MCPWS.ADB also conducted 23 project management IT tools related trainings and on the job training programs which represent 54 training days. The installations of server hardware and software equipment, Project Professional and providing Client Access Licenses (CALs) completed in 2016. The IT system developer completed the customization of project management IT tools and development of Project and Contract Management IT System based on the System Requirements Specification (SRS) agreed with the international consultant under the CDTA. The installation and pilot run of the IT system developed was carried out at the project offices of the Greater Colombo Water and Waste Water Management Improvement Investment Program and the Colombo Municipal Council. Subsequently, this IT system was replicated to Dry Zone Urban Water and Sanitation Project and Jaffna Kilinochchi Water Supply and Sanitation Project.

(3) NRW reduction technical support program was prepared, staff trained, and GIS expertise provided by the consultants. The final report on updating GIS data and completing GIS maps to facilitate NRW reduction program financed by ADB under Loan: 2947, 2948, 3029 and 3030, was submitted and accepted by the Project Manager.

During Project Design The processing team had detailed discussions with the relevant officers of NWSDB, CEB, RDA, ERD , NPD and DPMM in preparing the concept paper.The changes such as reduction of the TA amount from original amount of $750,000 to $ 500,000 and scaling down of activities accordingly were fully discussed with these stake holders.Additionally input from the project specialists responsible for water sector projects were fully considered in structuring the Concept paper and their concerns were fully incorporated.
During Project Implementation The team managing the TA together with consultants and the stakeholder representatives from the Ministry of Urban Development and Water Supply and Drainage and the officers from National Water Supply and Drainage Board have had monthly progress review meetings in the past. The recommendations made by the stakeholders and consultants have been considered well for the implementation of the TA.
Business Opportunities
Consulting Services The TA will be implemented through a team of International and local consultants. The international consultants include a Contract Management Specialist, Project Management Specialist, Hydraulic Network Modeling Specialist, a Hydraulic Modeler. Considering (i) input of experts (ii) timing of engagements, and (iii) multiplicity disciplines of consultants' TOR and their qualification requirements, ADB will engage individual experts in accordance with the ADB's Guidelines on use of consultants (2010, as amended time to time)
