Progress Toward Outcome

TA implementation lagged behind with only 10% of funds disbursed in January 2015 against an elapsed period of 58% since TA approval (54% since TA effectiveness). Envisaged to help address the capacity building requirements of KC-NCDDP program staff and key stakeholders, TA activities were put on hold for the following reasons: (i) EA had been in the process of recruiting program staff, which commenced only in August 2014; (ii) EA wanted to have better appreciation of knowledge and skills gaps that need to be addressed; (iii) project manuals upon which training modules that will be prepared under the TA were finalized in July-December 2014; and (iv) TA consultants were engaged and mobilized in Q3 2014. Nonetheless, the TA supported the learning exchange on CDD that coincided with the KC-NCDDP launch in Ormoc City in June 2014 and preparatory assessment on capacity development for the implementation of Autonomous Region in Muslim Mindanao-Bangsamoro Regional Inclusive Development for Growth and Empowerment.

The EA and ADB is currently implementing a catch-up plan, which was formulated during the TA review mission in January 2015.

Description of Project Outputs
Status of Implementation Progress (Outputs, Activities, and Issues)

Output 1: The L&D framework has been drafted and will be enhanced based on the results of competency assessment survey to be conducted in April-May 2016. The framework involved review of previous and present capacity building interventions to determine updates or changes needed prior to the second cycle of the program by Q1 2016. In close consultation with the EA, the formulation of the L&D framework includes: (i) needs analysis of current program staff, municipal local government workers and community volunteers; (ii) benchmark or parallel studies of CDD capacity building programs such as those conducted in Indonesia; (iii) development of job descriptions and profiles aligned to performance standards for different levels of program staff, municipal local government unit

Output 2: Based on needs assessment and L&D framework under output 1, output 2 will develop a curriculum-based approach to learning to build and enhance the competencies for program staff and stakeholders. Core programs and specialized courses will be provided to address knowledge and skills gaps. The output will support the development and pilot-testing of learning modules and making learning resources available in print and electronic versions. It will establish an effective M&E system into the capacity building programs to track and assess learning outcomes, including the introduction of a credit system for key programs to reflect the achievement of knowledge and skills of staff and stakeholders. It will also explore options for awarding academic credits for successful completion of core and specialized programs. As requested by the EA, this output has supported the development of training modules for use by regional and municipal program staff.

Output 3: Output 3 supports the establishment of appropriate institutional and organizational arrangements for developing and managing ICT-enabled L&D programs, including an M&E system for tracking learning progress and outcomes. It will support the creation of a web-based learning resource center and a skills and learning registry system. Recently, a consulting firm was engaged to develop e-learning system that will digitize manuals and learning resources, and make these available to field program staff through mobile devices. Output 3 will also help establish ICT enabled learning support mechanisms for participating in the core and specialized programs, as well as other learning opportunities. Efforts to establish partnerships with selected higher educational institutions and training institutes are ongoing.

Business Opportunities

Consulting Services ADB will engage consultants in accordance with ADB's Guidelines on the Use of Consultants (2013, as amended from time to time). To provide the TA with flexibility to mobilize expertise as the NCDDP evolves, the terms of reference and selection criteria for 15 person-months of national consulting services in areas including but not limited to financial management, L&D modules, and systems design and programming will be determined during project implementation. The activity costs related to workshops, training, seminars, and conferences and studies will be administered by the consultants. All procurements will be done in accordance with ADB's Procurement Guidelines (2013, as amended from time to time).
