Description The TA will support the Government to develop EA capacity and skills to (i) mainstream procedures and practices to align with Government standard operating procedures, (ii) strengthen EA capacity in procurement, financial management and overall project management, and (iii) document lessons learned derived from the dialogue, and experiences drawn from the TA.
Project Rationale and Linkage to Country/Regional Strategy The outcome will be measured against progress of 18 key portfolio indicators in the Joint Country Portfolio Performance matrix. As the TA is relatively limited and given the relatively short implementation period, sustainability of TA outcomes will be determined by the quality of inputs (trainers), targeting of participants, and quality of training materials developed during the course of the TA, as well as other factors such as as the capacity of Government institutions and staff as well as commitment from key stakeholders.

Description of Outcome Improved portfolio performance of externally-funded projects.
Progress Toward Outcome Several outcomes (partially achieved as the TA is ongoing): improved capacity of EAs and IAs in procurement and financial managament; shorter time required from loan/grant signing to loan effectivity; decrease in the number of at riosk projects.

2. Strengthened EA capacity on procurement, financial management, and overall project management and administration.

3. Knowledge products for improved implementation and development effectiveness.

Status of Implementation Progress (Outputs, Activities, and Issues)

The project is on track.

An international portfolio management consultant has been engaged to prepare (i) analysis of the systemic issues impacting the portfolio performance in 2013, (ii) Summary report of the key issues for presentation in the JCPPR consultation workshop conducted on 1 April 2014, (iii) wrap up meeting was held on 30 1 October 2014, followed by finalization of the JCPPR report and Memorandum of Understanding (MOU). Manual for advance actions and project readiness filters currently being developed.

During Project Design
During Project Implementation Major stakeholder consultations conducted in April and October 2014. A series of limited consultations with the Ministry of Economy and Finance, World Bank and JICA held periodically every other month on issues of procurement, financial managament, governance risks, monitoring and evaluation and overall project managament.
Business Opportunities
Consulting Services Recruitment of indidual consultants will start in June 2013.
Procurement Procurement of office equipment such as desktop computers and photocopy is scheduled in June 2013.
