Description of Outcome

Improved understanding of the impact of human mobility on malaria prevalence and dengue incidence in Cambodia, Myanmar and Thailand.

Progress Toward Outcome This project supports DMCs in strengthening ICT surveillance tools and their standard-based and interoperable integration in health information systems. This is an important part of ehealth, which is one of the business lines of ADB's Operational Plan for Health. We anticipate that opportunities will arise from the dialogue with DMCs through this project to engage more in HIS and ehealth strengthening through ADB projects.The project also supports innovative knowledge management, working with Centers of Excellence.The project is closely linked with ADB's regional cooperation work on public goods in health, namely activities under the regional malaria and other communicable diseases threats trust fund.

Status of Implementation Progress (Outputs, Activities, and Issues)

The outcome is improved understanding of the impact of human mobility on malaria prevalence and dengue incidence in Cambodia, Thailand, and Myanmar. Outputs are: (i) GIS-based visualization system of human mobility, malaria prevalence, and dengue incidence established, and methodology evaluated; (ii) Prevalence and incidence data of malaria and dengue analyzed; (iii) Policy recommendations for targeting mobile populations in malaria and dengue surveillance and control programs communicated to ministries of health; and (iv) capacity of government public health experts for application of GIS-based visualization development.

The TA was originally envisioned to be implemented over a period of two years and was extended for a year and a half as the project set-up for implementation took longer than expected owing to delays in the procurement process as well as a change in the policy context of malaria in the Greater Mekong Subregion from malaria control to malaria elimination. In addition, adequate ownership beyond national malaria programs, had to be established to address sensitive issues such as sharing of information on administrative units, environment and geography. Moreover, the global policy context of the use of call data records changed after the Ebola crises, leading to stricter access procedures to call data record. Although private mobile phone providers understand the public health significance of call data record to analyze population movements, they worry about sharing sensitive market data.

The original TA implementation period is from 26 May 2014 to 30 June 2016. The current TA completion date is 31 December 2017 as the TA completion date was extended last 13 May 2015. The TA is being implemented in the following DMCs: Cambodia, Myanmar, and Thailand. The TA has now been extended until 25 June 2018.
