PPP awareness raising and capacity development events

Status of Implementation Progress (Outputs, Activities, and Issues) A a three-day training event followed by PPP clinics were held in Luoyang, Henan Province in February 2014, and a two-day training event was held in Harbin, Heilongjiang Province in April 2014. More than 600 participants from 5 provinces attended the events, including mayors, vice mayors, and directors general. Participant evaluations were positive. A PPP procurement workshop was also held in Beijing in May 2014 to establish a procurement plan for PPPs based on projects proposed for Luoyang and Harbin. A PPP training program tailored to the PRC's PPP circumstances was produced from the workshops, and released as a DVD set and on the wed (at http://www.mofppp.org/_d276630787.htm).

During Project Design The Finance Bureaus of Heilongjiang and Henan Provinces, and Harbin and Luoyang Municipalities were actively engaged in the design of the TA project.
During Project Implementation Regular consultation with the Finance Bureaus of Heilongjiang and Henan Provinces, and Harbin and Luoyang Municipalities is ongoing. The Finance Bureaus are taking an active role in nominating the topics to be covered, preparing for the training, and identifying participants.
Business Opportunities
Consulting Services The TA will engage 3 national consultants a Team Leader, a PPP Training Specialist and a Coordinator for a total of 10 person months. Given the small input and the need for a quick mobilization, the consultants will be hired individually. Resource persons will also be engaged to provide additional specialist inputs to the awareness raising and capacity development events.
