Consulting Services | A total of 40 person-months of consulting services (one international consultant for 3 person-months and 7 national consultants for a total of 37 person-months) will be provided. The terms of reference is presented in Appendix 3. A consulting firm will be selected and engaged in accordance with ADB's Guidelines on the Use of Consultants (2013 as amended from time to time) using the quality- and cost-based selection method. Because of the importance of the technical aspects of the consulting services, a qualitycost ratio of 90:10 is proposed. While the assignment appears quite specialized and geared toward academic institutions, consultants' qualification selection method could be considered as an alternative. |
