Lao People's Democratic Republic : Second Strengthening Higher Education Project
The seventh socio-economic development plan 2011-2015 (the plan) sets out strategies to promote socio-economic development, industrialization and modernization of the Lao PDR economy. The plan recognizes the important role played by education and human resource development (HRD) in achieving the country's social and economic objectives and identifies educational development as priority. Upgrading Savannakhet University is one of te plan's priority projects.
The project hopes to increase employment opportunities for higher education graduates by 2025.

Project Rationale and Linkage to Country/Regional Strategy | The proposed Second Strengthening Higher Education Project will assist the government of the Lao People's Democratic Republic to improve its higher education system to help meet the country's objectives of increased economic growth and graduation from least-developed country status by 2020. The project will do so by providing assistance to enhance capacity and relevance of higher education, upgrade the academic and research capacity of the higher education system, and deliver a new campus at Savannakhet University. | ||||

Consulting Services | Individual consultants will be engaged to undertake the PPTA, indicatively including 37.5 person-months of international consultant inputs, and 55 person-months of national consultant inputs. For some tasks, ADB will select and engage individual consultants through Individual Consultant Selection in accordance with ADB's Guidelines on the Use of Consultants (March 2013, as amended from time to time). Consultants may procure equipment through shopping in accordance with ADB's Procurement Guidelines (March 2013, as amended from time to time). Some consultants will be engaged through a firm using quality and cost-based selection (90:10). Some contingency funds will remain unallocated for individual or firm-based consultants, to be allocated for identified needs as they arise. The consultants to be engaged are set out in Table A3.3 of Appendix 3 of the concept paper. |
