Description

The Project involves the construction and operation of a 150 MW wind farm project in the province of Ilocos Norte, in the municipality of Burgos. The wind farm will cover an area of approximately 686 hectares across 3 barangays (Saoit, Poblacion and Nagsurot).

The Project is developed under the Renewable Energy (RE) Law and therefore entitled to priority connection to the transmission and distribution system, priority purchase and transmission of, and payment for, electricity sold through the Luzon grid. It may be eligible for a fixed tariff under the governments Feed-in-Tariff (FIT) system. The Project will be built in 2 phases. The components of Phase 1 are (i) the installation of 29 wind turbine generators (WTGs) from Vestas with a generation capacity of 87 MW, (ii) the construction of a wind farm substation; and (iii) the construction of an approximately 42 km long transmission line while Phase 2 consist of the installation of an additional 21 WTGs from Vestas with a generation capacity of 63 MW. Construction for both phases have been completed.

Summary of Environmental and Social Aspects
Environmental Aspects Potential environmental impacts are generally site-specific, reversible, and mostly occur during the construction phase where mitigation measures can be readily designed and implemented. An initial environmental examination (IEE) with an environmental management plan (EMP) was developed to avoid, minimize and mitigate adverse impacts. The site is not considered to be a migratory route for avifauna and is not critical habitat. Temporary construction activities included soil excavation and vegetation clearance; the use of vehicles and heavy machinery; and the consumption of fuel, oil and water resources. During operation, the company is continuing to monitor water quality, noise, shadow flicker, and bird and bat strike, and has planted over 1 million trees.
Involuntary Resettlement

All lands acquired for the project are made available to the landowners for continued use except for the footprints of the wind turbine generators (WTGs) and the transmission towers. EBWPC's rights to use the land for the WTGs and transmission lines were acquired from the owners through 25-year lease contract and contract of easement of right of way, respectively. A Livelihood Restoration Plan is being implemented to address impacts to 10 vulnerable families affected by the project.

Indigenous Peoples

A Certificate of Non-Overlap was secured from the National Commission on Indigenous Peoples confirming that the project will have no impact on Indigenous Peoples. This was confirmed during due diligence and review mission.

Stakeholder Communication, Participation, and Consultation Stakeholder engagement is a continuing activity of EBWPC to maintain the established positive relationship with the communities and collaboration with the local government units. Engagements are largely anchored to the implementation of the Corporate Social Responsibility Programs on Environmental Enhancement and Protection, Solid Waste Management, Education, Water, Sanitation, Hygiene, and Disaster Risk Reduction and Management. EBWPC has established strategic partnership with community-based organizations, academic institutions, private sector entities, and government offices. EBWPC also continues to broadcast a weekly radio program as its platform to inform and educate the surrounding communities about its operations including environmental and social initiatives.
