The proposed Basic Infrastructure for Inclusive Growth in Northeast Provinces Sector Project (the Project) will improve the economic competitiveness of the four northeastern provinces (FNEP) of Bac Kan, Cao Bang, Ha Giang, and Lang Son. The Project will: (i) enhance FNEP connectivity by developing critical transport infrastructure; (ii) improve rural water supply; (iii) develop agriculture and rural value chains (ARVC); and (iv) strengthen the FNEP institutional capacity for subregional investment planning and development management. The Project will help to integrate the FNEP into national and subregional frameworks including the Greater Mekong Subregion (GMS), and the ASEAN Economic Community. It supports the National Target Programme on New Rural Development (NRD) and is consistent with ADB's Country Partnership Strategy (CPS) 20122015.

Project Rationale and Linkage to Country/Regional Strategy The Project will support: (i) the government's program of decentralization; (ii) recent policy direction for regional planning and investment to enhance economic integration; and (iii) NRD strategies centering on raising the socioeconomic conditions in the rural areas by developing productive infrastructure. The Project will use a sector modality, financing priority subprojects identified in the FNEP Master Plan in accordance with selection and prioritization criteria that will be finalized during project preparation and subject to feasibility studies.
