Description

In 2012, the National Standardization Management Commission and 26 other central commissions, ministries, and agencies issued the Notification of Social Management and Public Service Standardization with a view to enhance service quality and public satisfaction, and equalize basic public services. The notification urged the National Standardization Management Commission, together with local governments and central ministries and agencies, to launch national standardization pilot projects in 11 social management and public service areas. Public employment services were one of the 11 areas in which Dalian, Jiaozuo, and Kunming public employment service agencies have been selected as national pilot projects.

Located in northwestern Henan Province, Jiaozuo is a prefectural-level municipality with a population of 3.68 million. This resource-exhausted municipality is currently undergoing critical development (industrialization, urbanization, agricultural modernization, and development of telecommunications infrastructure) as a provincial level economic transformation demonstration city. The equalization of basic public services is an urgent task as the demonstration city. Since 2014, the Labor Exchange Center of the Jiaozuo Municipal Bureau of Human Resources and Social Security has been implementing, in collaboration with the Henan Provincial Department of Human Resources and Social Security, a national pilot project for the standardization of public employment services to enhance quality and effectiveness of its services as well as those in 11 district and/or county centers, 102 township stations, and 1,826 village stations, which it supervises.

The TA will provide much needed support for the national pilot project in Jiaozuo to (i) upgrade the existing standards and complete the whole set of standards for public employment services to be adopted at the national level; (ii) have the standards applied at the municipal, district/county, township, and village levels through training and development of IT platform for public employment services; and (iii) document and disseminate its experience and standards.

Project Rationale and Linkage to Country/Regional Strategy The TA supports the PRC Government''s efforts to safeguard and improve living standards, one of the major tasks for economic and social development identified in the Thirteenth Five-Year Plan, by enhancing the quality and effectiveness of public employment services in rural and urban areas. It is built on findings and recommendations of the past TAs on public employment services for disadvantaged people and information systems for employment and social security services. The TA is directly linked to the Country Partnership Strategy of the PRC, 2016-2020, which emphasizes inclusive economic growth through the reduction of rural-urban disparities and the promotion of equal access to services. The TA adds value to the ongoing and upcoming lending operations for urban and urban-rural development which include support for public employment services.

Status of Implementation Progress (Outputs, Activities, and Issues) The TA consultants for the development and upgrading of standards for public employment services were mobilized in October 2016. A complete framework for public employment service standards was prepared by the TA consultants and standards were developed and/or upgraded based on the framework by Jiaozuo Labor Exchange Center. To support the development and/or upgrading of standards, the TA consultants conducted training on document and record management in August 2017, and another training on quality control, and profiling and targeting in April-May 2018. 3 case studies of the standardization of public employment services were prepared by the TA consultants in cooperation with Jiaozuo Labor Exchange Center, presented at TA workshops, and finalized in June 2018. The TA consultants for the development of the IT platform for social security and employment services was mobilized in July 2017. The IT platform comprising eight modules became operational in January-April 2018. Additional TA funds from E-Asia and Knowledge Partnership Fund and others were obtained to further develop the IT platform and support its deployment at district, county, township and village levels. An international specialist was engaged to identify and collect international good practices and lessons in preparing and implementing standards for public services.

During Project Design Relevant stakeholders were consulted on the TA objective, outputs, and activities.
During Project Implementation Provincial department of human resources and social security staff, municipal, district, county level public employment service staff, government experts on the standardization of public services, and other relevant stakeholders were invited to participate in review workshops and training.
Business Opportunities
Consulting Services A total of 4 person-months of international and 57 person-months of national consulting services is required to ensure the effective implementation of the TA. The following have been engaged: (i) one consulting firm for 2 person-months of international and 11 person-months of national consultants; (ii) one consulting firm for 46 person-months of national consultants; and (iii) one international individual consultant for 2 person-months. All consultants were engaged in accordance with the Asian Development Bank's Guidelines on the Use of Consultants (2013, as amended from time to time).
