The project engaged a team of consultants through a firm using biodata technical proposal for the quality- and cost-based selection method (quality-cost ratio of 90:10). The international consulting firm supported in the due diligence of the project, contributed to the project documentation, including the project administration manual. The international consulting firm assignment ended and is financially closed.

The project engaged the following individual consultants: (i) an international education specialist, (ii) a national higher education specialist, (iii-iv) two national engineers, (v) international skills development specialist, (vi) an international architect, (vii) an international human centered design specialist, (viii) a national procurement specialist, (ix-x) two national environment specialists, (xi) international higher education quality assurance specialist, and (xii) international education technology specialist. The individual consultants provided support in the preparation of the project, more specifically on (i) providing technical advice on designing interventions for the 4 universities, including the development of the centers of excellence, monitoring and evaluation, and the design of the civil works (ii) conducting the due diligence together with the firm, (iii) finalizing project documentation, including safeguards compliance and (iv) strengthening project readiness, including procurement readiness through training and developing documentation and review. The national higher education specialist supported in the development of the centers of excellence of the respective universities, finalizing the background studies for the medium-term strategic plan in skills development and higher education, preparing the introduction of the new accreditation tool and the new tracer study methodology, strengthening of revenue generating proposals, and supported MORTHE in preparing internal documents related to higher education portfolio. The international higher education quality assurance specialist supported the Higher Education Accreditation Board (BAN PT) in strengthening its new accreditation tool, which will be used in the AKSI-project to measure progress in quality of education. The international education technology specialist served as a resource person to support MORTHE in developing its approach to integrate on-line learning in its programs
