Project Management Team

This Project is managed by ADB through its Regional and Sustainable Development Department, Agriculture, Natural Resources, and Social Sectors Division (RSDD/RSAN). We have engaged the Australian Continuous Improvement Group (ACIG) , as the international consulting firm to provide technical leadership and skills transfer to the participating municipalities. ACIG will be assisted by domestic consultants coming from the participating countries.

This Project aims to institutionalize the modified benchmarking and continuous improvement techniques within the three most successful municipalities in Phase 1 -- Bangalore, India, Colombo, Sri Lanka, and Cebu, Philippines, as well as introduce these techniques to an additional nine municipalities .

We have established a Project Secretariat at ADB Headquarters in Manila, for the overall coordination of this Project. The Secretariat will:

  • ensure preparatory conditions are met by participating municipalities
  • operate as the central communications center and manage the Project web site
  • assist in identifying benchmarking partners and networks
  • issue quarterly E-Newsletter
  • assist in developing training materials
  • coordinate with ACIG the Project's progress
  • assist participating municipalities for the Asian Mayors' Forum

Australian Continuous Improvement Group, International (ACIG)

The Australian Continuous Improvement Group (ACIG) is an Australian-based management consultancy firm specializing in benchmarking, continuous improvement, and institutional strengthening.

The ACIG Project team members are:

  • Robert Hood, Project Team leader and Institutional Specialist
  • Bryn Campbell, Deputy Project Team leader and Training Specialist

The ACIG team will:

  • institutionalize benchmarking and continuous improvement techniques within the participating municipalities
  • provide tools and instruments for baseline data gathering of selected services in participating municipalities
  • develop training modules and materials
  • identify and liaise with possible benchmarking partners and/or networks
  • train benchmarking coordinators in core municipalities on benchmarking and continuous improvement techniques and other technical skills required to implement the Project
  • provide benchmarking coordinators with materials to train the municipal service improvement teams in defining and mapping processes, collecting and analyzing performance indicators, and prioritizing and implementing improvement proposals
  • support and advise benchmarking coordinators and improvement teams on designing necessary forms and procedures to document the various activities of the Project
  • advice participating municipalities on developing a performance-oriented services information system
  • ensure that the participating municipalities establish a mechanism for participation and feedback by various community stakeholders
  • prepare and submit reports and recommendations to ADB

Domestic consultants engaged by ACIG:

The ACIG is supported by domestic consultants who will monitor progress in the participating municipalities. They will provide support and report on progress to ACIG and ADB.

Use of these domestic consultants will enable ACIG to maintain continuous local liaison. Project monitoring and coordination will therefore be strengthened. The domestic consultants will:

  • ensure that participating municipalities hold regular and informal workshops and meetings
  • promote the involvement of various community stakeholders in collecting performance data, identifying and prioritizing improvement proposals and providing regular feedback on the delivery of selected services
  • provide advise on the conduct of the Report Card Surveys and ensure the quality of data
  • monitor Project implementation and recommend improvements and modifications
  • coordinate closely and provide ACIG with regular progress reports

Contact the Participating Municipalities

These municipalities have committed to:

  • establish a Steering Committee to oversee the process, prioritize and approve improvement proposals, and regularly meet with the municipal staff involved in the Project
  • select and gather baseline data for selected municipal services
  • assign Coordinators to undergo training on benchmarking and continuous improvement techniques and lead municipal improvement teams to do the necessary preliminary work of mapping processes and then reviewing them and making recommendations for improvement.
  • for the core municipalities to train satellite municipalities on benchmarking and continuous improvement techniques
  • provide inputs to international and domestic consultants for the regular progress reports
  • provide access to communications facilities, such as internet and e-mail facilities, to enhance networking and regular communication with the ADB Project Secretariat, international and domestic consultants as well as benchmarking partners and/or networks
