Establishment of GRSC

As agreed in the memorandum of understanding signed between the Government of Pakistan and ADB on 28 January 2003, the grievance redress and settlement committee (GRSC) was established through the notification by the Ministry of Water and Power (MOWP) dated 3 February 2003. The notification was published in the Gazette of Pakistan on 20 March 2003. The establishment of GRSC was also advertised in the local Urdu newspaper Apna Akhbar on 19 February 2003. The objectives and scope of GRSC are provided in the terms of reference (TOR) that is attached to the memorandum of understanding.

The first GRSC meeting was called by WAPDA on 3 March 2003. However, three expert members namely, Chairperson/National Legal Expert, National Land Acquisition Expert, and International Resettlement Specialist, had not been selected yet, and other members also had time conflicts. Therefore, only three out of 11 members could participate in the meeting. The meeting mainly discussed the status of the land acquisition and proposals to expedite the land acquisition process.

Three expert members of GRSC were nominated following the procedures provided in the TOR for GRSC in April and May 2003. The International Resettlement Specialist was fielded on 1 May 2003 and two national experts commenced their work on 19 May 2003. A GRSC office was established within the WAPDA complex located in Dera Ismail Khan (DIK). The GRSC is composed of the following members.

Work Plan

GRSC submitted the Inception Report and Work Plan to Secretary, MOWP on 25 May 2003. The report provides method of operation, detailed work plan, and the timeframe of key activities. Key milestones of the GRSC activities in the work plan are as follows:

Finalization of the entitlement matrix: 30 June 2003
Receipt of grievances: until 31 August 2003
GRSC recommendations on grievances: 30 September 2003
Monitoring and support of implementation of recommendation: 1 October to 31 December 2003

GRSC Activities

Objectives and scope of GRSC and acceptance of grievances have been informed to the public through a news paper advertisement in major local Urdu papers (The Daily Sada-I-Haq on DIK District and Weekly Al-Manzoor in Dera Ghazi Khan [DGK] District) on 15 June 2003. can obtain information on GRSC activities and submit their grievances, have been established in 12 Unions (Nivela, Paroa, Malah, Miran, Nut Kani, Jallowali, Tibbi Qaisrani, Morjhangi, Nari Shumali, Taunsa, Makwal, Hario). Printed posters and handbills have been distributed through GRI Centers. A field team visited the weekly morning markets at six central towns in the project area (Tibbi Qaisrani, Nut Kani, Nari Shumali, Ramak, Pul Qamar, and Paroa) and announced the GRSC with a speaker and distributed the handbills and posters from 20 to 25 June 2003.

The Entitlement Matrix was approved by GRSC on 3 July 2003 and subsequently submitted to Secretary, MOWP on 7 July 2003. A copy of the entitlement matrix was sent to all GRI Centers. GRSC is currently preparing a simplified entitlement list in Urdu language to be advertised in newspapers and printed and distributed to the people in and around the Project area.
