Background

Transport and energy infrastructure have dramatic impacts in transforming economic and social activities. Until now, little attention has been paid to documenting and quantifying their influences on poverty reduction.

ADB's poverty reduction goal presently requires a shift in strategic focus in the transport and energy sectors. To do so, ADB urgently needs to

  • develop an improved understanding of how different types of transport and energy investments fulfill this complementary role, directly or indirectly

  • establish benchmarks in quantifying the contribution of transport and energy to poverty reduction

  • examine which models of private sector participation in transport and energy can contribute most to poverty reduction
