The Lao People's Democratic Republic (Lao PDR) faces a number of constraints in making more efficient use of its scarce resources, mainly due to: (i) the small and scattered population, the mostly mountainous terrain, and the country's landlocked position, which makes access to world markets difficult; (ii) the high investment cost per capita required for the development of economic and social infrastructure; (iii) the extremely poor condition of most of the transport network, which results in high vehicle operating costs (VOC) and unreliable services; (iv) the shortage of skilled manpower; and (v) the low level of production, income, and domestic private and public savings.
