Description
This document provides the project preparatory technical assistance (PPTA) report for the Energy Access Project in Vanuatu. The proposed project will increase energy access to households and businesses across Vanuatu. The PPTA is required to (i) assess technical alternatives to ensure selected investments are least cost, (ii) prepare feasibility studies for selected investments, (iii) conduct due diligence on the proposed project, (iv) undertake capacity building analysis, (v) assess options for involvement of private sector, including IPP investment, operation and maintenance contracts, and (vi) familiarize the implementing agency with ADB's procurement procedures, disbursement procedures, and safeguard requirements.
