The Regional Technical Assistance (RETA) 8065: Enhancing ADB’s Engagement in Fragile and Conflict-Affected Situations (FCAS) aims to improve ADB's capacity in managing issues in FCAS, thereby increasing its development effectiveness in such situations. The RETA, approved on 29 March 2012, assists in implementing pilot country-led fragility assessments and capacity development plans in selected FCAS countries. The RETA supports the continued implementation of ADB's approach to FCAS, and aims at helping ADB's FCAS developing member countries build effective institutions that will support their peacebuilding and statebuilding efforts. It complements and builds on the first technical assistance supporting ADB's engagement in fragile situations. This report is the fourth progress report covering the fourth quarter of 2013 (October-December).
