The establishment and operationalization of the Pacific Infrastructure Advisory Center (PIAC) in 2009 was in response to a request by Pacific island developing countries for assistance in planning, organizing and managing their economic infrastructure services. PIAC formed part of a wider initiative among the founding four development partners of the Pacific Region Infrastructure Facility (PRIF) who were seeking a much more joined up and coordinated approach to the delivery and sustainability of economic infrastructure in the Pacific.

At the outset, PIAC was structured on a proof of concept basis with the development partners agreeing that it would operate under the auspices of ADB with direction from a joint partner management group until a satisfactory track record was established and permanent arrangements made for its long-term management.

The objectives set for PIAC were in alignment with those agreed for PRIF regarding protocols and strategies under which development partners jointly operated in the economic infrastructure space. The services delivered by PIAC consisted of advisory services, technical assistance and analytical work.
