This report and recommendation of the president for the proposed Guangxi Beibu Gulf Cities Development Project in the People's Republic of China describes the terms and conditions for the approval of ADB's Management or Board of Directors.

The project will improve basic urban infrastructure facilities and living condition of Beihai, Qinzhou, and Fangchenggang, three medium-sized seaport cities on the Beibu Gulf in the southern part of the Guangxi Zhuang Autonomous Region (Guangxi). Given their high growth potential and strategic location, the project will develop these cities to be engines of growth for Guangxi and gateways for the country to its Southeast Asian neighbors. The project will incorporate innovative ideas on environmentally friendly and climate-proof technologies, universal design, and transport planning for enhancing urban safety. These new urban approaches will be widely replicable within Guangxi and in the rest of the PRC.
