Description
This completion report for the Improved Financial Management Program in Tuvalu evaluates design, implementation and performance of the program, and provides an overall assessment and recommendations.
The program was rated successful, and was implemented as designed with full achievement of outcomes. The key accomplishments were the establishment of policies to improve the management and monitoring of government debt and procedures on divestment and ownership of public enterprises (as indicated in the public enterprise governance reform policy), improved accountability and transparency of assistance provided to public enterprises, improved capacity for the oversight and monitoring of public enterprise performance; and improved efficiency and effectiveness of public enterprises in Tuvalu and, as a corollary, reduced government debt.
