This Report and Recommendation of the President describes terms and conditions proposed for the Integrated Development of Key Townships in Central Liaoning in the People's Republic of China, for the approval of the Board of Directors of ADB.

The project will promote balanced and environmentally sustainable urbanization by supporting the development of seven key townships in central Liaoning Province of the PRC. The project will support wastewater management, energy-efficient heating supply, urban road and bridge rehabilitation and construction, and related services.
