The Philippine Government Electronic Procurement System (PhilGEPS) is a single, centralized electronic portal that serves as the primary and definitive source of information on government procurement. Government entities are required to post all procurement opportunities, bid results, and other related information on the procurement of goods and general services, civil works, and consulting services. 

This report provides an assessment of the use of PhilGEPS during a baseline period (2001-­2007) by the Transparency and Accountability Network (TAN), which undertook the evaluation and monitoring of the implementation of ADB Technical Assistance 7244 and improvements brought about by the assistance in PhilGEPS.
