Description
This inception report on the monitoring and evaluation of the implementation of the Philippine Government Electronic Procurement System (PhilGEPS) Phase 2-5 is prepared by the Transparency and Accountability Network (TAN). It provides the overall approach for monitoring and evaluation covering 3 aspects of the implementaiton of PhilGEPS: 1) compliance by users with posting requirements according to the Government Procurement Reform Act, 2) PhilGEPS development of an NGO/CSO user module, and 3) PhilGEPS communications strategy.
