Description

This technical assistance completion report for the Natural Catastrophe Risk Insurance Mechanisms for the Asia and Pacific Region project describes expected impact, outcome and outputs, conduct of activities, evaluation and achievement of outcome, assessment and rating, major lessons, recommendations and follow-up actions.

Following up a 2005 regional small-scale technical assistance (TA 6284) on developing catastrophe risk insurance mechanisms, the Ministry of Finance of Japan (JMOF) recommended ADB undertake a conference and workshop program to explore issues pertaining to the operation of risk pooling facilities and insurance mechanisms generally in the Asia-Pacific region. The conference and workshops were held in November 2008, and a series of recommendations made based on the conference results. These findings and the conference summary were produced in a Main Report, Natural Catastrophe Risk Insurance Mechanisms for Asia and the Pacific.

Rated successful, the project has spearheaded initiatives both inside ADB and among Developing Member Countries (DMCs) to develop disaster risk finance mechanisms and develop DMC capacity to engage with disaster finance markets.
