This document is the final report of the project feasibility study for Preparing the Kathmandu Valley Urban Environment Improvement Project in Nepal. The final report consists of nine volumes and focuses on project formulation and justification of the project in wastewater sector in Kathmandu Valley. The report has taken into account valuable suggestions from the stakeholders during consultations. This report is built on five key tasks being undertaken by a multidisciplinary team of 14 consultants, 10 of whom are Nepalese.

The project preparatory technical assistance (PPTA) aims to assist ADB and the Government in achieving a better understanding of the dynamics of urban wastewater service development in Kathmandu Valley and suggest ways of addressing the critical challenges facing the city as it moves toward “employment-oriented and broad-based high economic growth.” The overall objective is to develop an investment project--the Kathmandu Valley Urban Environment Improvement Project (KVUEIP) for stakeholder consideration that (i) is based on a sound analysis of the problems, (ii) supports the strategic objectives of the Government in the urban water supply and wastewater sector, and (iii) is suitable for ADB financing.

The PPTA also identifies institutional capacity-building measures in urban wastewater management to ensure the sustainability of the project and related facilities. This output includes continuation of the support being provided in the on-going projects for capacity building and improvement of governance of the three institutions working in urban water and wastewater sector in Kathmandu Valley. The capacity-building measures consist of improvement of service delivery to customers; community participation and public education on health and hygiene; and behaviour change in water conservation; good wastewater management practices; gender equality and social inclusion action plan; and support for project management and capacity building.
