Description
Since the early 1990s, the Government has paid increasing attention to the preparation and implementation of investment plans and the sustainability of operations to address wastewater management and its impact on the environment. Recognizing the need to strengthen tariff mechanisms for cost recovery and financing of wastewater management infrastructure, the National Development and Reform Commission (formerly State Development and Planning Commission) and the Ministry of Construction (MOC) coissued a document in 1999 to strengthen wastewater treatment fee mechanisms by establishing general principles for wastewater tariffs. The advisory technical assistance (TA) was formulated to facilitate sustainable improvements to urban wastewater management in the People's Republic of China (PRC) through strengthening the tariff mechanisms for cost recovery and financing of wastewater treatment infrastructure. The TA was aimed at assisting the Government in refining the wastewater tariff principles, developing national guidelines for wastewater tariffs, and improving urban wastewater management. The improved cost recovery together with related recommendations on urban wastewater management are expected to facilitate both public sector and private sector participation in the wastewater industry.
