This provides the memorandum on the proposed small-scale capacity development technical assistance for Public Administration Review of the National Government in the Federated States of Micronesia for the approval of the responsible Head of Department.

The impact of the technical assistance will be an overall political and administrative consensus on the need for revising the National Public Service System (NPSS), and adoption of the recommended approach.
